Tamponi, guanti, mascherine chirurgiche: abbiamo imparato a conoscere molti degli oggetti sanitari relativi alla pandemia, con alcuni anche a familiarizzare. Tuttavia questi rappresentano anche rifiuti da smaltire, che sono aumentati esponenzialmente durante i mesi di quarantena. Il documento elaborato da Althesys, il WAS Report, ha raccontato la gestione dei rifiuti in questo periodo nel nostro Paese.

Tra le conseguenze registrate, non solo l’aumento dei rifiuti sanitari, ma il comportamento consigliato ai singoli cittadini, come le linee guida di smaltimento diffuse dall’Istituto Superiore di Sanità, che tratta i rifiuti delle persone sottoposte in quarantena allo stesso modo: incenerendoli nei termovalorizzatori e trattati quindi come scarti pericolosi.

Il lockdown ha inoltre evidenziato un calo dei rifiuti industriali, conseguenza chiara della chiusura delle attività produttive, ma anche dei rifiuti speciali, per cui la perdita economica relativa al loro trattamento si segnala intorno al miliardo di euro, con un calo tra i 4,2 e i 4,8 milioni di tonnellate. Tragico inoltre il bilancio per il settore del riciclaggio, che ha visto un aumento dei rifiuti raccolti con la differenziata, a fronte dello stop temporaneo delle esportazioni, che è fondamentale per lo smaltimento degli stessi.

Si rivela necessaria anche una regolamentazione relativa ai costi della gestione dei rifiuti di questo straordinario periodo. A tal proposito ha risposto ARERA, l’Autorità di Regolazione per Energia Reti e Ambiente, che sta osservando l’aumento dei prezzi in virtù di questa situazione difficile. Il fine è far sì che nessun settore (come per esempio quello del commercio o della ristorazione) possa dirsi penalizzato da questa nuova gestione della raccolta, del trasporto e del trattamento di certi rifiuti, specialmente in zone del Paese sprovviste di impianti di trattamento.

Swabs, gloves, surgical masks: we have learnt to recognise many of the sanitary objects related to the pandemic, and also got familiar with some of them. However, these also represent waste for disposal, which increased exponentially during the months of quarantine.

The document elaborated by Althesys, the WAS Report, told about waste management in this period in our country.

 

Among the consequences recorded, not only the increase in medical waste, but also the behaviour recommended to individual citizens, such as the disposal guidelines issued by the Istituto Superiore di Sanità, which treats the waste of people under quarantine in the same way: incinerating it in waste-to-energy plants and then treated as hazardous waste.

 

The lockdown also showed a decrease in industrial waste, a clear consequence of the closure of production activities, but also in special waste, so that the economic loss related to their treatment is reported around one billion euros, with a decrease between 4.2 and 4.8 million tons. The budget for the recycling sector is also tragic, with an increase in the amount of waste collected by sorting, in the face of a temporary stop to exports, which is fundamental for the disposal of such waste.

 

There is also a need for regulation of the costs of waste management during this extraordinary period. In this regard, ARERA, the Regulatory Authority for Energy Networks and Environment, responded, observing the increase in prices due to this difficult situation. The aim is to ensure that no sector (such as commerce or catering) can be penalized by this new management of the collection, transport and treatment of certain waste, especially in areas of the country without treatment facilities.
