Ecologialaguna di venezia dall'alto

Da anni la Regione Veneto ha posto la tutela ambientale tra le proprie priorità, di conseguenza sono molti gli investimenti in materia da parte della Regione. L’obiettivo è di coinvolgere le amministrazioni pubbliche e incoraggiarle a migliorare le situazioni di degrado presenti nel territorio.

In una recente intervista, l’Assessore regionale all’Ambiente e Protezione Civile Gianpaolo Bottacin ha spiegato: “Per noi la salvaguardia dell’ambiente è prioritaria. Da qui la volontà di un adeguato monitoraggio delle diverse situazioni e, nei limiti delle possibilità di bilancio, l’avvio di tante proposte che possano aiutare il territorio.” Tra le iniziative messe in atto vi è la recente pubblicazione di un bando riguardando la messa in sicurezza di discariche. Il bando prevede un contributo di oltre 20 milioni di euro, cui si sommano ulteriori 11 milioni di euro per bonifiche urgenti e 10 milioni di euro per interventi di bonifica dall’amianto.

Inoltre, nel 2021, la Giunta regionale ha messo a disposizione anche un contributo da 2 milioni di euro, accessibile tramite appositi bandi, per interventi di rimozione e smaltimento rifiuti, nonché per interventi di adeguamento di centri di raccolta di rifiuti urbani. Ulteriori finanziamenti sono stati messi a disposizione negli anni per installare sistemi di videosorveglianza negli impianti rifiuti da parte di enti pubblici e privati.

Tuttavia, l’attività della Regione Veneto non si limita ai contributi, ma ha l’obiettivo di fermare con forza gli illeciti che spesso si verificano in questi ambiti. Per questo motivo, in seguito alla longeva collaborazione con i carabinieri dei Nuclei Operativi Ecologici, nel 2018 è stato istituito un tavolo di lavoro interforze, primo in Italia nel suo genere, includendo non solo gli stessi Carabinieri, ma anche i Vigili del Fuoco, Arpav, Università di Padova e Anci, che collaborano a stretto contatto con le varie Prefetture venete.

La Giunta regionale, inoltre, ha selezionato una serie di interventi ritenuti prioritari per la tutela dell’ambiente sulla base di specifici criteri, che evidenziano i rischi di carattere ambientale, sanitario, strutturale e di prevenzione incendi. Primo tra questi è la salvaguardia della Laguna di Venezia e il disinquinamento del suo Bacino scolante.

A tal proposito, la Regione, grazie ai fondi della Legge Speciale per Venezia, ha potuto stanziare ulteriori 10.335.800 euro per realizzare una serie di interventi di bonifica di siti contaminati che interessano i Comuni di Mogliano Veneto, Salzano, Piombino Dese e Venezia.

Questo contributo va a sommarsi alle decine di milioni di euro messi a disposizione per la depurazione delle acque, la bonifica di siti contaminati e la tutela ambientale del Bacino scolante. Tra gli interventi messi in atto dalla Regione Veneto, vi sono i lavori di bonifica dei capannoni della ex C%C di Pernumia, in provincia di Padova, che prevedono lo smaltimento di 44.000 tonnellate di rifiuti pericolosi illegalmente contenuti al loro interno. Per questa bonifica, la Regione Veneto ha stanziato un contributo di 12 milioni di euro.

L’obiettivo è di marginare i canali industriali di Porto Marghera per impedire il rilascio di sostanze pericolose in Laguna; facendo ciò, la zona risulterebbe maggiormente attrattiva per gli insediamenti produttivi. Infatti, secondo Roberto Mancato, l’Assessore Regionale allo Sviluppo Economico, Energia e Legge Speciale per Venezia, l’area industriale di Venezia Porto Marghera rappresenta una zona strategica dalle potenzialità formidabili per il rilancio dell’economia Regionale. Il successo degli interventi di bonifica attualmente in atto è possibile grande alla stretta collaborazione con Veneto Acque S.p.A. e gli Enti che aiutano a garantire il controllo e la sicurezza delle procedure.

For years the Veneto Region has placed environmental protection among its priorities, consequently there are many investments in this area by the Region. The aim is to involve public administrations and encourage them to improve the degraded situations present in the area.

In a recent interview, the Regional Councilor for the Environment and Civil Protection Gianpaolo Bottacin explained: “For us, safeguarding the environment is a priority. Hence the desire for adequate monitoring of the various situations and, within the limits of budgetary possibilities, the launch of many proposals that can help the territory.” Among the initiatives implemented there is the recent publication of a tender concerning the safety of landfills. The tender provides for a contribution of over 20 million euros, plus a further 11 million euros for urgent remediation and 10 million euros for asbestos remediation.

In addition, in 2021, the Regional Council also made available a contribution of 2 million euros, accessible through special tenders, for waste removal and disposal interventions, as well as for adaptation interventions of urban waste collection centers. Additional funding has been allocated over the years to install video surveillance systems in waste plants by public and private entities.

Furthermore, the Regional Council has selected a series of interventions considered to be priorities for environmental protection on the basis of specific criteria, which highlight the risks of an environmental, health, structural and fire prevention nature. First among these is the safeguarding of the Venice Lagoon and the de-pollution of its drainage basin.

In this regard, the Region, thanks to the funds of the Special Law for Venice, was able to allocate additional 10,335,800 euros to carry out a series of remediation interventions of contaminated sites affecting the Municipalities of Mogliano Veneto, Salzano, Piombino Dese and Venice.
