The European agenda is full of commitments and prerogatives; one of these is road accidents.

In order to increase road safety, the European Union, inspired by the Swedish Vision Zero project, has set itself a series of objectives: reducing road deaths to zero by 2050 and halving by 2020.

It has been estimated that the number of deaths and injuries caused by road accidents is still too high. Although accidents occur for various reasons, road surface conditions can make a significant contribution to preventing them. According to the most recent statistics on road accidents, road maintenance is an increasingly important factor; one thing excludes the other, accidents decrease if drivers travel on safe roads.

In this regard, the European Road Federation (ERF) published in March 2013 a manifesto on long-term road management for an efficient European road network, called “Keeping European Moving”.

The manifesto highlights two key issues, maintenance and modernisation of road networks. It states that the investment deficit across Europe will lead to the deterioration of networks, increased risk of accidents, traffic jams and reduced services for society; including some policy recommendations, calling on European politicians and administrators to act.

Several non-governmental organisations, including the ERF and the European Asphalt Paving Association (EAPA), are drawing attention to this problem by organising numerous initiatives. One of these included the first summit on the conservation and recycling of road paving, held in Paris in 2015, emphasising the importance of road network conservation for sustainable development and the need to establish value on road network assets, to increase investment in research and innovation for the development of sustainable road policies, especially in the states involved in the Vision Zero project.

In Europe there is no shortage of technologies, machinery and materials, the road industry asks the Commission, the European Parliament and the Member States to coordinate efforts to pursue balanced policies and legislation regulating interactions between public and private bodies.

Focusing on maintaining roads leads to widespread benefits not only preserving the current benefits, but also lowering future costs for citizens, for road users taxpayers and contractors who own road contracts. This would avoid the depreciation of these assets, provided that the timely investment is made on time.

    L’agenda europea è fitta d’impegni e di prerogative; una di queste sono gli incidenti stradali.

    Al fine di accrescere la sicurezza stradale, l’Unione europea, ispirata dal progetto svedese Vision Zero, si è posta una serie di obiettivi quali: ridurre entro il 2050 a zero le morti su strada e dimezzarle entro il 2020.

    È stato stimato che il numero di morti e di feriti a causa d’incidenti stradali sia ancora troppo alto. Sebbene gli incidenti accadano per svariate ragioni, le condizioni delle superfici stradali possono contribuire sensibilmente a prevenirli. Secondo le statistiche più recenti riguardo agli incidenti stradali la manutenzione delle strade è un fattore sempre più incisivo; infatti una cosa esclude l’altra gli incidenti diminuiscono se i guidatori viaggiano su strade sicure.

    A tale riguardo la European Road Federation (ERF) ha pubblicato nel marzo 2013 un manifesto sulla gestione stradale a lungo termine per una rete europea stradale efficiente, denominato “Keeping European Moving”.

    Il manifesto pone l’accento su due problemi chiave, la manutenzione e la modernizzazione delle reti stradali. Si afferma come il deficit d’investimenti in tutta Europa condurrà al deterioramento delle reti, all’incremento del rischio di incidenti, agli ingorghi e alla riduzione dei servizi per la società; includendo alcune raccomandazioni politiche, chiedendo a politici e ad amministratori europei di agire.

    Numerose Organizzazioni non governative, tra cui ERF e European Asphalt Paving Association (EAPA) stanno richiamando l’attenzione su questo problema organizzando numerose iniziative. Una di queste include il primo vertice sulla conservazione e il riciclo della pavimentazione stradale, tenutosi a Parigi nel 2015, ponendo l’accento sull’importanza della conservazione delle reti stradali per uno sviluppo sostenibile e l’esigenza di stabilire un valore sugli attivi della rete stradale, per aumentare gli investimenti nella ricerca e nell’innovazione per lo sviluppo di politiche stradali sostenibili, in particolar modo negli stati coinvolti nel progetto Vision Zero.

    In Europa non mancano di certo tecnologie, macchine e materiali, l’industria stradale chiede alla Commissione, al Parlamento europeo e agli stati membri di coordinare gli sforzi per portare avanti politiche bilanciate e una legislazione che regolamenti le interazioni tra organismi pubblici e privati.

    Concentrarsi sul mantenimento delle strade porta a benefici diffusi non solo preservano gli attuali vantaggi, ma anche abbassando i costi futuri per i cittadini, per gli utenti della strada i contribuenti e gli imprenditori che posseggono gli appalti delle strade. Questo eviterebbe il deprezzamento di questi beni, a condizione che l’investimento tempestivo sia effettuato in tempo.
