Giovedì 17 Marzo è stata pubblicata la proposta del PNGR, il Programma Nazionale per la Gestione dei Rifiuti, uno strumento volto a indirizzare le Regioni e le Province autonome nella pianificazione della gestione dei rifiuti.

Gli obiettivi principali del PNRG sono: colmare il gap di impianti presente nel nostro Paese, aumentare il tasso di raccolta differenziata e di riciclaggio, aumentare l’utilizzo di materie prime seconde e sviluppare nuove catene per l’approvvigionamento delle materie a partire dal ciclo dei rifiuti al fine di sostituire quelle tradizionali e contribuire alla transizione energetica.

Il PNGR prevede 6 macro-aree, a cui si aggiungono dei target specifici, come l’obiettivo di ridurre di 2/3 le discariche in infrazione in meno di 2 anni e ridurre del 20% lo scarto tra i risultati di raccolta differenziata delle tre regioni “peggiori” e quelli delle tre regioni “migliori” entro la fine del 2024.

Il PNGR riceverà un investimento di circa 2 miliardi di euro, come riportato sotto la Componente 1 della Missione 2 contenuta nel Piano nazionale di ripresa e resilienza (Pnrr).

Le Regioni e le Province autonome avranno un anno e mezzo di tempo per allinearsi alle linee guida e target dopo la pubblicazione definitiva del PNGR, il quale coprirà un arco temporale di 6 anni, fino al 2028.

On Thursday, March 17, the proposal of the National Waste Management Program, was published, a tool aimed at directing the Regions and Autonomous Provinces in waste management planning.

The main objectives of the Program are: closing the gap in plants present in our country, increasing the rate of waste collection and recycling, increasing the use of secondary raw materials and develop new supply chains for materials coming from the waste cycle in order to replace traditional ones and contribute to the energy transition.

The Program foresees 6 macro-areas, to which specific targets are added, such as the objective of reducing by 2/3 the discharges in infringement in less than 2 years and reducing by 20% the gap between the results of waste collection of the three “worst” regions and those of the three “best” regions by the end of 2024.

The Program will receive an investment of over €2 billion, as reported under Component 1 of Mission 2 contained in the National Recovery and Resilience Plan.

The Regions and Autonomous Provinces will have a year and a half to align with the guidelines and targets after the final publication of the National Waste Management Program, which will cover a period of 6 years, until 2028.
