Public waste service operators will have to work to achieve new quality objectives for separate collection and comply with the new minimum environmental criteria (MEC) for the award of municipal waste collection and transport services, as well as cleaning and sweeping activities.
The MEC propose solutions aimed at favoring the overall reduction of the related environmental impacts, taking into account the market context and the current organizational models of urban hygiene services, as well as the territorial characteristics in which they are provided. The minimum environmental criteria aim to prevent the production of waste, to maximize the quality and quantity of separate collection, but also to disseminate recyclable goods containing recycled materials, such as containers and bags.
More precisely, collection services are expected to achieve minimum quality objectives, such as 97%%d for single-material glass compliance, 75% for multi-material plastic and metal collection and 95% for the organic fraction.
The quality of the collection must be constantly monitored by the contracting authority and in case of failure to achieve it, the contractor of the service must adopt an improvement program.
The manager will have 60 days from the start of the contract to draw up a quality control plan for the contributions, including an indication of the product analyses and sample checks to be carried out.
