In seguito alla recente nota inviata dal Ministero della Transizione Ecologica (MiTE), Ecopneus rinnova il suo impegno, giacché aumenterà al 20% la propria quota di raccolta aggiuntiva “straordinaria” presso tutti i gommisti italiani fino alla fine dell’anno.

Già a dicembre 2020 il MiTE, tramite una circolare, aveva dato il consenso a raccogliere nel 2021 una quota di PFU maggiore del 15% rispetto gli obiettivi previsti dalla legge, con la possibilità di un ulteriore incremento al 20%. Possibilità che si è concretizzata con il recente provvedimento.

Quest’ultimo è stato emanato per intervenire nella questione delle criticità nella raccolta dei PFU, che pongono le basi sui flussi di pneumatici che entrano illegalmente nel mercato del ricambio nazionale. Secondo le stime, questi pneumatici, definibili “fantasma” poiché sono indistinguibili da quelli acquistati illegalmente, si aggirano tra le 30 e le 40 mila tonnellate l’anno, recando un danno di circa 80 milioni di euro. Si aggiungono poi circa 12 milioni di euro, che corrispondono al contributo ambientale non versato necessario a coprire i costi di raccolta, trasporto e riciclo.

I danni però non sono solamente economici: la forte presenza di pneumatici illegali causa un’alterazione dei conteggi complessivi su cui è basato l’intero sistema, di conseguenza vi è una grande discrepanza tra i PFU da raccogliere e quelli fisicamente presenti nelle officine italiane.

Secondo le segnalazioni di Ecopneus al Ministero, le regioni in cui si riscontano maggiori criticità sono Campania, Sardegna, Liguria, Lazio, Calabria e alcune aree di Trentino-Alto Adige, Puglia, Valle d’Aosta e Basilicata.

Already in December 2020, the MiTE, through a circular, had given the consent to collect in 2021 a share of ELTs greater than 15% compared to the objectives set by law, with the possibility of a further increase to 20%. Possibility that has materialized with the recent provision.

This provision was issued to intervene in critical issues about the collection of ELTs, which lay the foundations on the flows of tires that illegally enter the national replacement market. According to estimates, these tires, which can be defined as “ghost” because they are indistinguishable from those purchased illegally, cost between 30 and 40 thousand tons per year, causing damage of around 80 million euros. About 12 million euros are added, which correspond to the unpaid environmental contribution necessary to cover the costs of collection, transport and recycling.

The damage, however, is not only economic: the strong presence of illegal tires causes an alteration of the overall counts on which the entire system is based, consequently there is a great discrepancy between the ELTs to be collected and those physically present in the Italian workshops.

According to the reports Ecopneus gave to the Ministry, the regions in which the greatest problems are found are Campania, Sardinia, Liguria, Lazio, Calabria and some areas of Trentino-Alto Adige, Puglia, Valle d’Aosta and Basilicata.
