ELTs (End-of-Life Tyres) Recycling: Signed the “End of Waste” Decree

The End of Waste Decree has been signed and is now awaiting publication in the Official Journal, which should be imminent.

This decree regulates more precisely how End-of-Life Tyre (ELT) rubber is recycled, so that a greater proportion of it can be used for the recovery of material, thereby improving the quality and safety of recycled materials (“second life”). In addition, this decree will support companies in the ELT recycling chain. In fact, the plants that will carry out the operations must have at their entrance a washing system with which to remove surface impurities, so as to allow a wider use of the post-treatment product. Moreover, at the manufacturer’s expense, th sampling and analysis of the output materials, as well as the certification of each batch of “granular vulcanized rubber” (i.e. recycled rubber) have been made compulsory.

In Italy, there was no national legislation that would make the differences in authorisation between different regions and provinces null and void, despite the fact that there are already about one hundred companies used for the collection and transport of ELTs and the production of granules and powder, materials used in the most diverse sectors (e.g. for asphalts in construction or in sports facilities or street furniture).

    Il decreto End of Waste è stato firmato e ora si attende la pubblicazione in Gazzetta Ufficiale che dovrebbe essere imminente.

    Questo decreto regolamenta in maniera più precisa le modalità di riciclo della gomma dei Pneumatici Fuori Uso (PFU), in modo che sia possibile destinarne una quota maggiore al recupero di materia con conseguente miglioramento della qualità e sicurezza dei materiali riciclati (“second life”). Oltretutto, tale decreto supporterà le aziende della filiera del riciclo dei PFU. Infatti, gli impianti che effettueranno l’operazione dovranno avere al loro ingresso un sistema di lavaggio con cui rimuovere le impurità della superficie, in modo da permettere un impiego più vasto del prodotto post-trattamento. Inoltre, a carico del produttore, sono stati resi obbligatori la campionatura e le analisi del materiale in uscita, nonché la certificazione di ogni lotto di “gomma vulcanizzata granulare” (ovvero la gomma riciclata).

    In Italia mancava una normativa nazionale che rendesse nulle le differenze di autorizzazione tra regioni e province diverse, nonostante siano già un centinaio le aziende adibite alla raccolta e al trasporto dei PFU e alla produzione di granulo e polverino, materiali utilizzati nei settori più diversi (es. per gli asfalti nell’edilizia oppure negli impianti sportivi o nell’arredo urbano).
